(Hong Kong - 31 October 2001) Leading software developer and systems integrator, Founder Holdings Limited (SEHK: 418) ( "Founder" ) recently won contracts from two PRC government regulatory bodies, namely, China State Post Bureau ( ) ( "Post Bureau" ) and the Ministry of Civil Affairs of the People's Republic of China ( ) ( "China Civil Affairs Ministry" ). Both contracts were landed on through Beijing Founder Order Computer System Co., Ltd., Founder's non-media related software development and systems integration arm in the PRC.
Following participation in the construction of Post Bureau's e-post pilot systems in 15 provinces and the establishment of its electronic postal remittance systems in 9 provinces and 2 cities, respectively in January and February this year, this is the third time for Founder to have successfully tendered for Post Bureau's patronage. This time, Founder will help build the "Postal-district Integrated Operation System" ( ) ( "the System" ) for Post Bureau, incorporating a series of digitalized and networking functions to be implemented at all general post offices throughout the 201 postal districts in the PRC.
The System will be the core of all systems currently adopted by Post Bureau. It is expected that, in 15 months' time, all general post offices shall each be running on a number of sub-application systems, which collectively connect to systems in other districts, forming a comprehensive, scalable and stabilized national network, targeting functions such as mail transferring, sorting and dispatching, parcel escorting by rail, general post office central monitoring and database management. All functions and applications of the System are based on one centralized database and integrate with other systems already adopted by Post Bureau. Upon implementation of the System, Post Bureau expects to greatly improve its service quality and overall productivity level.
Likewise, it is the second time for Founder to secure contract from Civil Affairs Ministry. In July this year, Civil Affairs Ministry has already engaged Founder to build its nation-wide "Veterans' Relocation Management System" ( ). This time, Civil Affairs Ministry has contracted Founder to construct a nation-wide WAN (wide area network) connecting all provincial civil affairs administrations, as well as providing the related security solutions. Upon completion of the said WAN construction, Civil Affairs Ministry expects to enter a new stage towards fulfilling its "digital civil affairs administration" strategy.
